MMSD is run by a Commission made up of eleven members. Seven are appointed by the mayor of the City of Milwaukee (subject to Common Council confirmation). At least three must be elected officials and each of the seven members must have his or her principal residence in the City of Milwaukee.
Four Commission members are appointed by the Executive Council of the Intergovernmental Cooperation Council (ICC) which is composed of the mayors and village presidents of the Milwaukee County suburban municipalities (excluding South Milwaukee). At least three of these appointees must be elected officials and each of the four members must have his or her principal residence within the District but outside of the City of Milwaukee.
Commissioners establish and enforce District policy through the following two standing Commission Committees:
- Policy, Finance & Personnel Committee
- The Operations Committee

Wallace White, Commission Vice Chair
Mr. White is the Principal/CEO of W2Excel, LLC a management consulting firm specializing in executive coaching, business development, management training, one on one counseling and crisis intervention & issue management. Mr. White received his BA from Roosevelt University in Chicago and his MPA from the University of Southern California.
He served for 12 years as a Vice President of Sverdrup Civil, Inc. of St. Louis, Mo. and then Jacobs Engineering of Pasadena, CA. before retiring in 2004 when he founded W2Excel. Prior to that he held positions for 11 years as Executive Director and Administrator of major water and wastewater treatment agencies including 9 years managing the District of Columbia Water & Sewer Utility Administration. He was also Deputy Director of Public Works in Newark, N.J. where he was responsible for engineering design & construction, water supply & distribution, solid waste collection, sewer maintenance and traffic & signals operations.
Mr. White is currently the Chair of the African American Chamber of Commerce, member of the Lao Family Board, member of the Milwaukee Area Workforce Investment Board of Directors, member of the Bayshore Town Center Community Advisory Board, and an Adjunct Instructor at Cardinal Stritch University College of Business & Management.

Lyle A. Balistreri, President of the Milwaukee Building and Construction Trades Council
Chair: Wisconsin State AFL-CIO Building Trades Conference
Started as an electrician's apprentice in 1967. Served a five year apprenticeship. Became the first organizer in the Building Trades in at least 30 years. Served as an Executive Board member with Local 494 IBEW from 1982 till 1988. Business Representative/Organizer from 1988 till 1996. Elected Building and Construction Trades President in February of 1996. Currently serving fifth term as President.

David Cullen, State Representative
Representative Cullen was elected to the 13th Assembly District on May 1, 1990 in a special election to fill a vacancy. He has been re-elected to the Assembly since November, 1990. He was elected to the Milwaukee School Board in 1983 and served continuously until 1990. He was President of the School Board from 1987 until 1990. Representative Cullen is also an attorney. He received his law degree from Marquette University in 1984 and is a member of the Wisconsin Bar Association. He received his Bachelor of Science degree in secondary education from the University of Wisconsin-Madison in 1981.
Representative Cullen is married and has two children: Eddie, who attends Rufus King High School, and Katie, who attends the Milwaukee School of Languages.

Michal Ann Dawson
Although Michal Ann Dawson was raised and educated in California, she has spent the last 40 years living, raising a family and working in Milwaukee.
She held various positions in Milwaukee city government, among them Special Assistant to Mayor John Norquist for 11 years, and concluded her employment with the City of Milwaukee as the Deputy Commissioner of the Department of City Development.
As a retiree, Ms. Dawson remains involved as a community volunteer, serving on various Boards and Commissions.

Ben Gramling, Director of Environmental Health Programs - Sixteenth Street Community Health Center
Ben has gained progressive experience with and developed a strong understanding of the connections between public health and the urban environment since coming to the Department of Environmental Health at the Sixteenth Street Community Health Center in 2001. His work on Milwaukee's south side has focused on the sustainable redevelopment of Milwaukee's Menomonee River Valley and the revitalization of the Kinnickinnic River Corridor, and he oversees the agency's Childhood Lead Poisoning Prevention Program.
A product of Milwaukee Public Schools, Ben completed undergraduate coursework in Environmental Conservation at the University of Colorado before receiving a B.S. degree from the University of Wisconsin-Madison majoring in Forest Ecology & Management, and he received a Graduate Certificate in Nonprofit Management from the University of Wisconsin-Milwaukee. Ben also holds a pending appointment to the Milwaukee River Revitalization Council, a Governor-appointed group that fosters effective protection and restoration of the waters of the Milwaukee River Basin.

Willie C. Wade, Alderman
City of Milwaukee
Willie C. Wade is a City of Milwaukee Alderman, presently serving his third term. Alderman Wade serves on 12 different committees and boards as part of his civic duties and responsibilities.
He is a member of the Milwaukee area workforce investment board (MAWIB), the Redevelopment Authority of the City of Milwaukee (RACM), and Southeastern Wisconsin Planning Commission Environmental Justice Taskforce (SEWPRC). Just to name a few.
He has been a City of Milwaukee resident for over 40 years.

Michael A. West, President
Village of Fox Point
Mr. West has been Village President of Fox Point since 2002 and has lived in Milwaukee County for the last thirty years. He is a registered architect and professional engineer in private practice, specializing in structural engineering. He received a Bachelor of Architecture degree from the University of Illinois - Urbana and a Master of Business Administration degree from the University of Wisconsin - Madison. Mr. West is active in the development of engineering and construction standards for the American Institute of Steel Construction, the American Society of Civil Engineers and the American Concrete Institute, and is a member of the American Institute of Architects.
