A. Filing an Application
  1. A formal application for a specific position must be filed on a timely basis for applicants to receive consideration for that position. A final filing date will be indicated when positions are advertised.
  2. All information provided on applications is subject to verification. Previous employers may be contacted unless you request a delay until you are in final consideration for a position. The application includes a statement for you to authorize MMSD to perform an employment related background investigation. This statement should be signed to complete the application. Applications without the requested signatures may be considered incomplete.
B. Recruitment
  1. Recruitment will generally be on an open competitive consideration basis. At times, positions may be advertised on a strictly promotional basis for competitive consideration of current MMSD employees.
  2. Requirements are based on job-related needs for specific positions. However, combinations of education and experience may be acceptable. Applicants will not be considered for a position unless stated requirements are met.
C. Selection
  1. Selection methods are designed to determine the best individuals and may vary for different positions.
  2. Qualified individuals will be referred to appropriate managers for final consideration and selection in a manner consistent with MMSD needs and objectives.
  3. In accordance with MMSD's Affirmative Action Policy and objectives, qualified females and members of protected-class groups may be referred for special consideration. Unqualified individuals will not be referred.
  4. Candidates are not eligible to hold positions supervising or being supervised by current employees who are their immediate family members.
D. Employment Conditions
  1. Employees of MMSD must reside within the geographical boundaries of MMSD. Newly hired employees must become residents within one year of their appointment.
  2. Candidates will be asked to show their official documents required to verify their employability under Federal and State Employment laws. These documents must be presented upon employment.
  3. Candidates must successfully pass a pre-employment physical and drug screening process as a condition of employment prior to the start date.
  4. Employees in positions represented by a collective bargaining unit will serve a probationary period of 90 days. Upon successful completion of the probationary period, employees will have the option of joining the union or not. Regardless of whether the union is joined, a fair share” contribution will be deducted automatically from payroll checks as part of an agency shop agreement.
  5. Employees in positions not represented by a collective bargaining unit will serve a six-month probationary period.
  6. Certain positions require the ability to use safety equipment, which necessitates that employees be clean-shaven. If you have a beard or mustache and are appointed to one of these positions, you will be required to shave to hold the position.
  7. The Commission has adopted a Code of Conduct to preclude conflicts of interest involving employees. As a part of the Code, employees in designated positions must annually file a Financial Disclosure Statement. If you accept such a designated position, you must file a Statement with the Executive Director within 21 days of appointment.
